Alley
Ben dusts himself off after getting hit by Donegal’s car and runs through an alley in an attempt to catch up to the other investigator poaching his collar.
Ben runs through the alley on the east side of the Hennesey Street backlot at Warner Bros. Studios. The portion of the refinery that is visible is part of a digital matte painting, which erases the back wall of the alley.

Ben finds Donegal at a nearby refinery. Addison, unwilling to be caught, lights himself on fire and gets shot by Donegal, which leads to the explosion of leaked fluids. Ben manages to get himself and Donegal out in time.
There are several refineries in the Los Angeles area used by film productions. This doesn’t appear to be any that I’m familiar with. Other sequences from the series were filmed in the San Pedro area, which has many oil refinery locations, and may have been filmed at one of those.
