Steve meets with Director Nick Fury at SHIELDs Headquarters in Washington DC – The Triskelion. The film imagines a world where SHIELD took over Roosevelt Island and built their headquarters directly over the Theodore Roosevelt Bridge, one of the busiest bridges in the District.

Listed as 38N 53′ 33.78″ 77S 3′ 38.91″ in the film, but the “S” should be “W”. The shot of the building under construction is from Ant-Man.

Washington, DC – Triskelion Atrium

A large open Atrium on the east side of the building serves as lobby of sorts. It’s also the location that Captain America crashes into after jumping out of an elevator later in the film. The Cleveland Museum of Art provided the spacious interior for SHIELD’s headquarters.

Washington, DC – Roosevelt Bridge

Steve drives into DC twice on this bridge. Once after meeting with Nick, and a second time after he was branded a traitor. 

The production actually closed the Roosevelt bridge at one point and shot some footage on it. But for shots of the quinjet attacking Steve, and the use of explosions, the directors chose the Lorain Bridge in Ohio. According to Cinefex #138, the images of the two bridges were combined to achieve the desired effects.
