Councilwoman Mariah Dillard’s pet project is to create a housing complex in the heart of Harlem, even if she needs to use illicit money from her cousin, Cornell Stokes.

The old Fulton Correctional Facility (seen previously in Jessica Jones Season 1) and Crotona Park were used as the backdrop for Dillard’s housing project.
