This just doesn’t feel like an Air Force operation.
In a flashback to 2016, General Hale is called into the Air Force offices in the city, where she finds General Fischer hurriedly shredding papers in a panic. They are both HYDRA agents and are about to be found out.
The exterior of the Air Force offices is a piece of stock footage (taken at night) showing the Harry S Truman Building and the American Pharmacists Association located off 23rd and C Streets NW.

The interior of the offices appears to be a real office building, and not a soundstage recreation, based on some taillights moving past the window behind General Hale in the bottom image. However, the location is currently unknown.
