Simmons walks into a modern-looking office building where she greets the security guard and heads into the elevator for her work day.

The HYDRA Offices, where Jemma is seen working, are cleverly disguised as the Los Angeles Studio Center. The In-Universe location of this building is Dover, Delaware, according to Agents of SHIELD Season Two Declassified. The lobby returns in episode 5 as Raina discovers the facility.

Laboratory & Hallways

Simmons is seen working in some laboratories, as well as being escorted down stark, white hallways to meet with Bakshi. This location would return in episode 5 as Simmons makes her escape from the HYDRA HQ.

These interiors were filmed at Mannkind Labs, part of the Alfred Mann Foundation, which was also used as the exteriors of the Cybertek Manufacturing plant in the Season 1 finale. Some interior images of the location can be seen on the Santa Clarita Film Office website.

Rooftop Exterior

Simmons and Bobbi make a hasty escape to the roof, where May arrives in a cloaked Quinjet. The agents must make a leap of faith off the building in order to get rescued.

This is a weird matte painting for sure. While sources indicate that the HYDRA office building is in Delaware, this shot proves otherwise. The buildings on the left side of the frame are from Pittsburgh, PA (with the castle-like towers of One PPG Place), while the buildings center and right are from New York, NY (including the JP Morgan Chase Building). Creative visual effects were utilized to give this location a big city feel, but without committing to one actual location.
