As mentioned in Episode 3, Helmut Zemo visits the memorial for the fallen during the Battle of Sokovia. He is met by Bucky and the Dora Milaje.
While the location of this sequence is not 100% certain, it seems like it was shot in Flat Rock State Park in Columbus GA. Originally I had considered it was Sweetwater Creek park, shot during the filming for the scene from Episode 4 with the Flag Smashers. But further investigation has changed my mind. Take a look at the pre-CGI’d image from the trailer, below, and make up your own mind.
A brief shot of this sequence was in the original First Look trailer, and you can see how much was added in post-production to change the look of the scene.
