After being apprehended in Bucharest, Bucky Barnes (aka The Winter Soldier) is brought to the Joint Counter Terrorist Centre in Berlin to be held under the Sokovia Accords. From there, all hell breaks loose.
Exterior
The Paul-Löbe-Haus, with some minor digital enhancements, served as the location of the Joint Terrorism Task Force in Berlin. The helicopter sequence and crash were filmed elsewhere and digitally inserted into this location.

Interior
Some of the interior shots, such as this scene with Everett Ross leading T’Challa, Sam, Steve, and Natasha across the bridge, were also filmed at the Paul-Löbe-Haus. Other interior shots, such as the control room, conference room, and Bucky’s cell, were shot on a “soundstage in Atlanta,” according to the Art of Captain America: Civil War.
Lobby
After the power failure, Bucky’s training kicks in, and he tries to escape the Terrorist Centre building. His fight with Natasha, Tony, Sharon, and T’Challa was shot in the James M. Baker University Center of Clayton State University in Georgia, half a world away.

Plaza
After the lobby fight, Bucky escapes the Centre. Sam follows him out, but loses him in the crowd. Initially, it was believed that this exterior was also the Paul-Löbe-Haus, but the buildings nearby (and behind Sam) didn’t look right. It was finally discovered to be the plaza outside the Bundespresseamt Besucherzentrum, which is the Press and Information Office of the Federal Government in Berlin. What was difficult about finding this is that the River Spree is not visible outside the building, which would have helped identify this location much earlier.
