First tip for fugitives: don’t get spotted.
Bucky, aka The Winter Soldier, has been hiding out in Bucharest, Romania until Steve finds him…moments before the Polizia and Black Panther do! Bucky is spotted by a citizen as he buys some fruit. He then sees his photo in the paper and realizes what is happening.
The production did not actually travel to Romania, but used their time in Berlin to shoot this brief sequence at the food vendor.
