If they’re shooting at you, they’re the bad guys.

Captain America and the Falcon run across several helicarrier decks, taking out “bad guys” who are trying to shoot them. According to Cinefex #138 the parking lots at Shippers Transport Express in Los Angeles were used to setup green screens for filming these sequences.
