Why is there so much traffic?

Simon and Trevor take off after Jayden, but immediately get stuck in traffic.

While stuck in traffic, the pair notices Jayden scootering right past them. Simon follows on the sidewalk before, again, losing the boy.

The stunt team appears to have actually driven a car along the sidewalk in front of the Palladium, on Sunset Boulevard by El Centro.
