Yeah, some mornings, the Triskelion looks so beautiful.

Establishing

In a world where Coulson was never in SHIELD and HYDRA won the war, the Triskellion was never destroyed and serves as the headquarters for HYDRA inside the Framework.

According to Agents of SHIELD Season Four Declassified, the production received the digital model of the Triskelion from Industrial Light and Magic to use for this quick establishing shot at the end of Episode 15, along with shots in later episodes. It is, once again, situated on Roosevelt Island in the Potomac River.

Road

The trip into work takes Ward and Daisy south along 23rd St NW, Washington, DC, towards the Lincoln Memorial. All of the driving footage appears to have been shot for the episode and digitally altered in subtle ways.

Circle

Ward and Daisy enter Lincoln Memorial Circle NW, in Washington, DC, passing by this ominous digital traffic sign–which was digitally inserted for the episode. No such sign exists in DC, at the moment!

Bridge

Ward and Daisy’s drive to work continues across the Arlington Memorial Bridge, also in Washington, DC. The ramps on the sidewalk are part of a construction project that was happening in early 2017 when this episode was filmed. Technically, this is the wrong bridge to get into the Triskelion. Since aerial views of the building show it on Theodore Roosevelt Island, the Theodore Roosevelt Bridge would be the proper access point.

Underground Garage

Daisy and Ward enter the Triskelion through its underground parking garage.

It had been assumed that an underground garage at the Anaheim location, below, was used for this entrance. But that location doesn’t appear to have any below-ground parking, so this location is still unknown.

Atrium

Daisy is shocked to see this giant building still standing, complete with its creepy HYDRA statue and fascist-style posters.

Since Agents of SHIELD films in the Los Angeles area and the atrium at the Triskelion seen in Captain America: The Winter Soldier was filmed in Cleveland, the filmmakers needed to find a suitable replacement. The Anaheim Regional Transportation Intermodal Center (ARTIC), a bus and train terminal near Anaheim Stadium, made for a very convincing interior for the HYDRA headquarters.

Daisy spends a day at work doing all the things HYDRA Agents do: attending briefings, torturing Inhumans, trying to figure out just what the hell is going on.

For scenes filmed in the Bullpen, Conference Room, Hallway (where Vijay tries to escape), the Doctor’s Lab, and the Interrogation Rooms, sets were built on Stage 11 according to Agents of SHIELD Season Four Declassified.
