Radcliffe has consolidated his base of operations into an undisclosed location. Here, he has ample power to expand his Framework to replicate the entire world and keep Agent May placated. He provides Shockley and the Superior one of his new Terrigen crystals in hopes that it will turn Senator Nadeer into an Inhuman.

The Superior is returned to this base after a fight with Daisy at an old SVR Base leaves him on death’s doorstep. Aida helps make him more superior.

Episode 16 reveals that the location of this base is “on a drilling platform in the Baltic.” Episode 19 presents the first view of the Platform via the Framework. The platform is seen in full, and for the last time, in episode 21.

This industrial location was built on a soundstage.

For scenes of the fight on the platform of the oil rig, “the production built part of the elevator shaft and helipad on location in Point Mugu,” according to Agents of SHIELD Season Four Declassified. The map below shows a possible location for that set piece, in the parking lot at Mugu Rock.
