Perimeter breach, quad four!

A Federal penitentiary is established by some exterior shots before Edison Po is broken out by some Centipede-powered super-soldiers.

These establishing shots were both created from a series of stock footage. Both images were footage from Getty Images taken of Laval Penitentiary in Laval, Quebec. The interiors of the prison were presumably shot on a soundstage. The penitentiary name is meant to evoke Leavenworth, which is a Federal prison in Kansas.
