Bucky and Sam meet the newly freed Zemo in his garage somewhere in Berlin. It’s possible that this location was filmed inside a hangar at an airport (as was done for Agent Carter) or perhaps it’s a studio location. Either way the plethora of vehicles is most certainly digital.
