My name is James Bucky Barnes, and I am no longer the Winter Soldier.
As part of his healing process, Bucky is seeking out people in his life that he has wronged and makes his amends. Maybe he doesn’t do them in the manner that his therapist wishes he would. In this case he threatens New York Senator Atwood, whom he helped get to power as the Winter Soldier.
This unique looking parking structure is the Silver Deck at Mercedes-Benz Stadium in Atlanta. In fact, circa the premiere of this episode in March 2021, the “Goooal!: Stella Rosa” billboard is still outside the structure via Google Maps.
