One hundred seventeen countries have come together to ratify the Sokovia Accords.
CAPTAIN AMERICA: CIVIL WAR
The United Nations Industrial Development Organization (aka UNIDO) is where 117 countries got together for the Sokovia Accords ratification, and Black Panther’s father, T’Chaka, was killed. This is an actual location in Vienna, Austria.

UN Building
While the UN building is a real location in Austria, the production chose to film this sequence in Berlin. This Sony Center building served as the ground-level exterior footage for King T’Chaka’s United Nations speech. The crowds and news vans from prior to the explosion and the park where Natasha speaks with T’Challa were filmed outside the Sony Center and in the Henriette-Herz-Park. The interior of the conference room was filmed on a soundstage in Atlanta, according to behind-the-scenes images in Cinefex 147.
UN Building Explosion
The Sony Europe Limited building is the one seen exploding in the bombing of the UN. Natasha speaks with T’Challa amid the chaos of the emergency teams in nearby Henriette-Herz-Park. Visual effects were, of course, used.

The establishing shot of the UN is the actual UN building complex in Vienna, Austria, and the same location used for the establishing shot in Captain America: Civil War.
