Bruce meets up with Dr. Samuel Sterns and discovers that he has carried Banner’s research even further. Even though this is a college in New York and not Virginia, it was filmed at the same location as the shots for Culver University. These steps are specifically the entrance to the Koffler Student Services Centre.
Reportedly the interiors of Stearns Lab were also filmed inside the building, but there is a higher likelihood that it was a soundstage.

Later, having tracked Banner down, Ross and his troops show up outside the Brooklyn college to capture the Hulk at all costs. But Emil Blonsky has other ideas. This scene was also shot at the University of Toronto outside Convocation Hall (as seen in the image at the top of the page).
