The City council sits in a darkened room with Daniel.

Mayor Fisk is super interested in what the Council thinks.

Daniel uses his newfound ability to threaten and cajole people (with the might of Fisk behind him, of course) to sway the council into passing the Safer Streets initiative.

Based on the imagery of the courtrooms in seasons 1 and 2, this appears to have been filmed at the Criminal Courts building at 100 Centre Street.
