The ATCU brought Dr. Garner’s containment module into their research facility.

The truck with Garner’s containment module pulls into a warehouse, which is labeled onscreen as ATCU Facility.

While the idea on the show is that Andrew was being shipped to Endotex Labs in Maryland, the reality is that he is shunted to an unknown location where HYDRA plans to use him for nefarious purposes. However, this quick warehouse shot is actually of the same location used for Endotex, RAH Industries in Valencia, which makes it more confusing.
