After a disastrous attempt to placate Russell at the Essex House, both the youth and Deadpool are sent to the mutant prison called the Ice Box.
According to Cinefex 160, the visual effects company “DNEG added a CG building to mountainside plates photographed north of Whistler.” Further details from a LinkedIn article identified the more specific location as

Finally, the interiors of the jail and cells sere filmed at a Vancouver staple for films and television shows, the Port Mann Substation in Surrey as reported by Cinefex 160. Technically they just identified it as “a decommissioned power plant [that] was used to construct the Ice Box Prison.” But if you know, you know. Genre fans may also recognize this location from The X-Files, The Flash, and Supergirl.
