Nobu, Gao, Owsley, Wesley and the Chechens on a Union Allied building.

They’re overseeing the bulk of the government contracts for the West Side reconstruction.

At an under-construction skyscraper, Wesley’s employer calls a meeting with his business associates: Leland Owlsley, Madame Gao, Nobu Yoshioka, and the Ranskahov brothers, Anatoly and Vladimir.

The 303 Gallery building, at 555 W 21st Street was used for the clandestine meeting. This building really was under construction at the time of the filming of the episode and even showed up on Google Maps as such, complete with the giant green billboard in the background (see archived screenshot below).
