Karli Morgenthau, the de facto leader of the Flag Smashers, plays some soccer with children in a GRC Resettlement Camp, before heading upstairs to see the dying Mama Donya.
Episode 4 featured Sam, Bucky and Zemo visiting the camp to get some information on the whereabouts of Karli.
This Latvian building was filmed in Prague, as many of the non-US based locations are. The Colloredo-Mansfeld Palace, a famous landmark in old town Prague served as both the interiors and exteriors. Check out an image on Google Maps that shows a great image of the courtyard.
