An alternate version of this scene, which was ultimately cut, appeared in The Making of The Falcon and The Winter Soldier. It has these four characters meeting on a road outside a power plant, which was filmed in Newnan, Georgia, very close to the quarry used for the Tunisia scenes in episode 1.
