It’s in the middle of nowhere, West Virginia.

Seen ominously at the beginning of the film, Camp Echo One gets visited by Sam and Joaquin as they try to discover who the Serpent Society’s mysterious buyer is.

INTERIOR

While not 100% confirmed, the interiors of the base appear to have been filmed on a soundstage, given that some of the fight choreography probably included overhead rigging.

EXTERIOR

The exterior of the location is first shown on Joaquin’s computer screen, where the coordinates of 38.433121, -79.839835 are displayed. This is part of a real location in Arbovale, WV–the National Radio Astronomy Observatory. The image below shows the partially edited satellite view of that location, oriented with SE at the top. An additional radio telescope was added to the image to match the filming location in Georgia.

For scenes of the facility with the actors, the production appears to have filed outside the Woodbury Research Facility in Woodbury, Georgia–about 70 miles southwest of Atlanta.
