Fisk now works out of City Hall as the Mayor of New York. He quickly shows his political acumen as he deals with antagonistic city officials and others who want to bother him.

Presumably, the city thought this would not be a good look for the real City Hall in Manhattan, so the entire sequence was staged in Downtown Brooklyn, outside the Brooklyn Borough Hall, a location that was used for some interstitials in the first Season.
