The Hand assassin, Tattoo, and his eagle, spook Elektra into running. He stands atop a high-rise building in town with Kirigi, who tells Tattoo to keep track of them.
The eagle flies out of the parking lot, through the alley, and into Victory Square. There it flies to the top of 207 W. Hastings, where its owner and Kirigi are waiting.
