Peter call Happy Hogan to help bail him out of the Netherlands. According to Cinefex #166, the sequence was shot outside London where the production found a practical windmill, but added the flowers in later digitally.
After checking out a number of windmills, this one in Lacey Green was discovered. The orientation of the windmill appears to be different in current Google Street images, but a check of the location circa 2018 shows that the windmill appears to be facing the correct direction.
